Charles is General Counsel of NSW Treasury and leads the Office of the General Counsel. Treasury is the NSW Government’s principal whole‑of‑government financial and economic adviser, supporting budget decisions, managing major assets and liabilities, overseeing commercial agencies, and advising on financial management and policy implementation. The OGC comprises the Legal, Transparency and Integrity, and Risk, Compliance and Audit teams. Before joining Treasury, Charles spent nearly two decades in private practice at a leading international firm, advising on corporate, M&A, financial services, procurement and technology matters. He is widely recognised in leading legal directories and the Treasury OGC is a multi‑award‑winning in‑house team.
